Cut the meat into cubes, season with salt and paprika and set aside.
Heat a little olive oil in a pan adding the onion and garlic.
Cook for 1 minute or so and then add the bay leaf.
Bring to a simmer, adding the beef, saffron and tomatoes; let simmer for 5 minutes.
Add the water and cook for 30 minutes.
Put in the potatoes and season to taste.
Cook slowly on a low heat until the meat is tender.
